Cyprus records highest EU average reimbursement for cross-border healthcare in 2024

A study published by the European Parliamentary Research Service (EPRS) on August 31, 2026, reveals that Cyprus reported the highest average reimbursement amount per approved cross-border healthcare request not requiring prior authorization in 2024. The figure reached 7,889 euros, significantly exceeding the European Union average of 1,351 euros.

According to the report, titled 'Modernized rules for patients' rights in cross-border healthcare,' there are vast disparities across member states, with values ranging from just 68 euros in Portugal to the peak seen in Cyprus. While 18 out of 24 countries analyzed fell below the EU average, Cyprus maintains a distinct position due to its legislative framework. In 2018, the country abolished its prior authorization system for cross-border medical care, opting instead for a more direct reimbursement model under its national laws, which align with the broader framework of Directive 2011/24/EU.

The findings are intended to assist policymakers in reviewing patient rights and improving access to medical services across borders within the European Union. The study serves as an evaluation of the current application of EU directives and provides potential pathways for future healthcare policy adjustments.
