Cyprus considers mandatory registration for electric scooters

On September 5, 2026, Cyprus Minister of Transport Evi Tsolaki announced a proposal to review the mandatory registration of personal mobility devices, specifically electric scooters. The initiative aims to address the growing issue of uncontrolled usage and poor driving behavior observed within the national road network.

Under the proposed measures, the government would create a central database containing details of all registered scooters and their respective owners. Furthermore, owners would be required to obtain basic training on how to operate these devices safely. The Minister emphasized that these steps would facilitate the implementation of insurance coverage for scooter users, providing a structured framework for their integration into public traffic.

While existing legislation already governs the possession and operation of electric scooters, the Ministry acknowledges that current rules are insufficient to curb reckless driving habits. This initiative follows increasing public concerns regarding safety on the roads. The government is now moving to evaluate the logistics of implementing this registry, which represents a significant shift toward stricter regulation of micro-mobility in Cyprus.
