Cyprus ministry updates labor laws on wages and equality

The Cypriot Ministry of Labor and Social Insurance, led by Minister Marinos Mousiouttas, is advancing key legislative reforms to align national law with European Union directives. A bill concerning adequate minimum wages is currently undergoing a legal review by the Law Office of the Republic. This follows a European Court of Justice ruling regarding a challenge by Denmark, which clarified the legal basis for the EU Directive 2022/2041. The ministry aims to submit this legislation to the House of Representatives for final approval before the end of 2026.

In addition to minimum wage legislation, the government is prioritizing wage transparency and collective bargaining. A bill regarding pay transparency, which aims to implement Directive 2023/970, is scheduled for submission to the Council of Ministers within September, following public consultations held in late 2025 and discussions with employer organizations like OEB and CCCI, as well as trade unions such as SEK, PEO, and DEOK. Furthermore, a comprehensive action plan to strengthen collective labor negotiations is expected to be finalized by November 2026 to improve labor relations nationwide.
