EU authorizes Ukraine to purchase Patriot air defense components via support loan

On September 8, 2026, European Commission President Ursula von der Leyen and NATO Secretary General Mark Rutte announced that EU member states have agreed to a derogation allowing Ukraine to purchase critical components for Patriot air defense systems. This procurement will be funded through a forthcoming 3.2 billion euro disbursement, which is part of a larger EU support loan. The European Commission is expected to formally approve a 28.3 billion euro aid package on September 11, which facilitates these specific defensive acquisitions to better protect Ukrainian airspace against ongoing Russian attacks.

Ukrainian Defense Minister Yevhenii Khmara stated that the country is currently concluding contracts for approximately 1,000 missiles for its Patriot systems. While these defensive supplies are crucial, the minister noted that most of the shipments will arrive over the coming years. Furthermore, Khmara appealed to allies for urgent financial assistance to address a 27 billion dollar deficit in the nation’s defense budget, requesting that necessary economic decisions be reached by November to ensure the sustainability of military operations.
