Cyprus announces new housing schemes and legislative reforms

On September 9, 2026, Cypriot Interior Minister Constantinos Ioannou announced two new housing schemes aimed at increasing supply and reducing costs for families. The first initiative allows homeowners to construct an additional floor of up to 150 square meters—or 180 square meters on larger plots—on existing properties to house children or grandchildren, regardless of building density limits. The second program provides state-owned plots at 25% of their market value to families who meet specific income, property, and age criteria, specifically those under 45, who do not already own residential land. Approximately 500 plots are currently available across five provinces, with application details expected starting September 21.

In addition to these housing measures, the government is pushing for the urgent passage of legislation to regulate the management of common-interest buildings, such as apartment complexes. While disagreements regarding timelines and service fees have emerged between the Ministry and Provincial Self-Government Organizations (EOA), Minister Ioannou confirmed that the government will fully fund the development of necessary administrative software to oversee these buildings. The government continues to review additional expressions of interest from communities to expand the land distribution program further.
