Ombudsman urges inclusive education reform in Cyprus

The Commissioner for Administration and Human Rights, Maria Lottidi, released a report on September 9, 2026, demanding stricter implementation of inclusive education laws in Cyprus. The recommendation follows the investigation of two complaints regarding the lack of differentiated educational material and accessible examination papers for students with disabilities or special educational needs.

Lottidi urged the Ministry of Education to intensify training for staff across all grade levels regarding inclusive practices and suggested making attendance at such seminars mandatory. Furthermore, she proposed establishing a formal protocol to ensure and evaluate effective cooperation and coordination between the Ministry, educational directorates, and individual schools to guarantee that all students receive equitable academic support.
