Declining enrollment in Cyprus state education institutes

State Education Institutes (KIE) in Cyprus are experiencing a significant decline in student enrollment, marking a 25% drop over the last six years. While these institutes offer a more affordable alternative to private tutoring for foreign languages, remedial lessons, and preparation for national exams, they are struggling to maintain their student base against the dominance of the private sector.

Data indicates that during the 2019-2020 school year, KIE recorded 12,600 enrollments. By the 2025-2026 school year, this figure had fallen to 9,482. Despite the financial burden that private tutoring places on thousands of Cypriot families, the state-subsidized model is currently failing to recapture its previous popularity or effectively compete with private options.

The trend highlights a long-term shift in the Cypriot educational landscape, where private tutoring remains deeply entrenched as an essential component of the schooling experience. The authorities have not yet announced specific measures to reverse this downward trend in registration numbers.
