Supreme Court allows businessman Savvas Kakos to challenge arrest warrant

On September 10, 2026, the Supreme Court of Cyprus granted businessman Savvas Kakos permission to file an application for a writ of certiorari to cancel an arrest warrant issued against him on July 27. The 62-year-old Larnaca-based entrepreneur, who is the founder and CEO of the Quality Group, is currently under police investigation regarding 11 cases involving allegations of fraud, forgery, false representations, and money laundering.

According to the complaints, Kakos allegedly filed property sale contracts with the land registry for which payments had been made, only to withdraw those contracts later. During the proceedings, Kakos’s legal team argued that the warrant was issued without meeting necessary procedural requirements, violated the principle of proportionality, and was based on the concealment of material facts. They asserted that since the businessman had long been aware of the allegations, the police claim that he would destroy evidence or influence witnesses was unfounded. Justice H. Malachtos ruled that Kakos presented an arguable case regarding the potential excess of power in the warrant's issuance.

Simultaneously, a search warrant was executed at the offices of the Quality Group based on the same evidence submitted by the police. The court’s decision allows the legal challenge to proceed, meaning the validity of the original arrest warrant and the associated investigative methods remain subject to further judicial review.
