Cyprus moves to transfer management oversight of joint apartment buildings to local districts

The Cypriot government is finalizing legislation to transfer the supervision of management committees in jointly owned apartment buildings from the Land Department to district local government organisations (EOAs). This reform aims to establish a formal supervisory authority and a mandatory register for apartment blocks, empowering local authorities to address recurring issues such as unpaid communal fees, inadequate maintenance, lack of building insurance, and the failure to establish management committees.

While Interior Minister Constantinos Ioannou initially insisted that the state would not provide funding for these new administrative responsibilities, expecting the EOAs to cover costs through existing budgets and future service fees, subsequent negotiations held on September 10, 2026, suggest a shift. Representatives from the EOAs, including Limassol EOA President Yiannis Tsouloftas, have conditioned their acceptance of these duties on the provision of an online management platform and state support for initial startup costs. Interior Ministry official Antonis Economides described the most recent discussions as constructive, noting that a common understanding is emerging to ensure the system eventually becomes self-financing as it takes effect.
