Upgrades and transition plans for waste management facilities in Cyprus

The Water Development Department (WDD) of Cyprus is initiating immediate infrastructure improvements at the Pentakomo waste management facility (OEDA) to address operational failures inherited from a previous contractor. Since December 19, 2023, the WDD has managed the site, completing over 180 emergency contracts to maintain operations. A new €160,000 tender has been announced for the installation of conveyor belts to isolate organic fractions from mechanical sorting, which aims to improve the quality of refuse-derived fuel (RDF) and boost recyclable material recovery. This project serves as an interim measure until a broader procurement for a new five-year operator is finalized, which has been delayed until early 2027.

These local interventions are part of a broader national strategy overseen by the Department of Environment, which is currently preparing a viability study for the 2029–2035 municipal solid waste infrastructure network. While the long-term upgrades for the Kosi and Pentakomo facilities remain dependent on this 2030 strategic plan, authorities emphasize that immediate repairs are necessary to prevent environmental and public health risks. The long-term contract for the new operator will also include landfill restoration, construction of the third phase of the facility, and upgrades to leachate treatment and stabilization systems.
