Institutional conflict erupts over the black van surveillance investigation in Cyprus

A severe institutional confrontation has emerged in Cyprus between the Independent Authority Against Corruption and the Law Office regarding the termination of an investigation into the 2019 'black van' surveillance case. The Authority recently initiated an expanded probe to examine potential conflicts of interest concerning Deputy Attorney General Savvas Angelides. According to the Authority, a meeting held on July 29, 2026, established that the investigation would cover the Deputy Attorney General's conduct.

Attorney General Giorgos Savvides disputes this account, asserting that the terms of reference provided in a July 16, 2026, letter contained no such mention. Savvides claims he informed the Authority that these matters had already been exhaustively investigated in previous years, which led the Authority to suspend its current inquiry under Article 10 of the relevant law. The disagreement has escalated into a public 'war of statements,' with the Attorney General challenging the Authority to declassify and publish the confidential correspondence to clarify the facts.

Critics, including civil society groups, argue this standoff undermines the rule of law and masks potential misconduct. Amid reports of internal disputes and prior delays in investigating complaints against senior officials, the Authority is now reportedly considering seeking independent legal advice on the interpretation of the law to determine if it can independently resume the probe.
