Cyprus revises artist status and subsidy legislation

The Deputy Ministry of Culture of Cyprus, in cooperation with the Commissioner for Legislation, is currently performing a substantial revision of the draft bill titled "The Establishment of the Artists' Registry and Artistic Sponsorship Law of 2025." This process, which began during the summer of 2026, aims to create a functional and modern legislative framework that reflects the needs of the local cultural ecosystem by the end of the year.

A key development occurred during a working meeting on September 4, 2026, attended by Deputy Minister of Culture Klea Papaellina and representatives of artistic unions. Participants reached a consensus to entirely remove Part B of the draft bill, which previously outlined artistic sponsorships for self-employed artists, as it was deemed inadequate. Additionally, authorities are re-evaluating Part A, which covers registration criteria for the Artists' Registry and the Artists' Associations Registry, including the formal definition of an artist.

To ensure the new framework is robust, the ministry has incorporated feedback from organized artistic groups and utilized international expertise from specialists in the Netherlands, Denmark, and Ireland. The ultimate goal is to finalize the revised legislation by late 2026 to ensure the professional and social status of artists is protected.
