Parliamentary review of the public service recruitment bill
The Cypriot Parliamentary Finance Committee is currently reviewing a new bill aimed at restructuring the public service recruitment process. During a session on September 14, 2026, Public Service Commission (PSC) President Georgios Papageorgiou clarified that the exact number of annual examinations remains uncertain, as it will depend on the grouping of advertised vacancies. Lawmakers have formally requested the inclusion of specific, transparent timelines to assist candidates in their preparation.
A significant portion of the debate centers on the scoring criteria for candidates. The government’s proposal to increase the weight of a supervisor's assessment from 5 to 15 points (or potentially 10) has faced pushback from both Members of Parliament and the labor union Isotita. Critics argue that a higher weighting for subjective supervisor input could distort ranking results and suggest that professional experience should hold more weight instead. The union also raised concerns regarding penalties for procedural errors in application forms, requesting a correction period.
The committee has completed its initial debate on the bill and has moved to a clause-by-clause review. Further discussions are scheduled to continue next Monday to address these concerns and refine the recruitment framework, including considerations for a transitional period in 2027.
