Development of Larnaca port and marina faces delays pending legal opinion

The development and management project for the port and marina of Larnaca, along with adjacent land areas, has reached a standstill. This status was confirmed on September 14, 2026, during a meeting involving the Mayor of Larnaca, the President of the Larnaca District Self-Government Organization (EOA), the President of the Larnaca Chamber of Commerce and Industry (EVEL), and local members of parliament.

Participants were informed by the Mayor and the President of EVEL that the Ministry of Transport, Communications and Works, as well as the Cyprus Ports Authority, cannot proceed with the project until the Attorney General’s Office provides a definitive legal opinion. The core of the issue concerns the determination of the legal and institutional framework, specifically focusing on the property status and ownership of the site, as the Cyprus Ports Authority has taken responsibility for the full implementation of the developments.

While the Ministry of Transport has repeatedly urged the Legal Service to expedite these guidelines, no progress has been made. Local officials and representatives expressed concern over the delay and are advocating for the immediate promotion of actions that could be implemented in parallel to the ongoing legal review to prevent further setbacks.
