European Parliament approves Omnibus V defense package to accelerate production

On September 16, 2026, the European Parliament passed a legislative package known as "Omnibus V," designed to reduce bureaucracy and streamline defense production across the European Union. The vote followed a provisional agreement reached between Parliament and Council negotiators on June 10, 2026, aimed at bolstering the continent's industrial readiness.

The reform introduces a "fast-track" licensing process for defense projects, such as the construction of new factories or expansion of existing facilities, mandating that authorities issue decisions within 42 working days. In exceptional circumstances, this can be extended by up to 60 additional days. Additionally, the measures simplify cross-border transport of defense materials and streamline procurement procedures. The legislative package received strong support, with the three main pillars passing with significant majorities of 540, 549, and 530 votes in favor respectively.

The initiative is set to support broader investment plans totaling 800 billion euros under the ReArm Europe Plan/Readiness 2030, aimed at enhancing security capabilities over the next four years. While this regulatory overhaul does not constitute new funding, it provides the necessary framework for states and industries to mobilize existing resources and address security threats more effectively.
