European Parliament approves the Omnibus V defense package

On September 16, 2026, the European Parliament officially approved the "Omnibus V" defense package, a legislative initiative designed to strengthen the European defense industry by removing regulatory hurdles. The package consists of three main measures aimed at streamlining permit processes for new manufacturing facilities, simplifying cross-border transfers of defense materials, and improving procurement procedures.

The legislation received strong support, with the primary measure for permit acceleration passing with 540 votes in favor, while the provisions for defense transfers and procurement passed with 549 votes, and the regulation on investment terms secured 530 votes. A key component of the reform is the introduction of a "fast track" system for defense-readiness projects, which mandates that authorities decide on full permit applications within 42 working days.

This package follows a temporary political agreement reached between the Parliament and the Council on June 10, 2026. Proposed initially in June 2025, these measures represent a significant shift toward reducing the bureaucracy that has historically delayed the expansion of production lines and the cross-border movement of defense goods within the European Union.
