European Commission president proposes new hybrid threat response mechanism

European Commission President Ursula von der Leyen has proposed the creation of a European 'Article 4', a new defense mechanism designed to allow for the immediate convening of member states when a country faces a severe security threat. Announced during her 2026 State of the Union address, the mechanism specifically targets incidents that fall below the threshold of an armed attack but pose significant threats to national and European security, including cyberattacks, sabotage, arson, and drone incursions.

The initiative comes in response to a growing frequency of hybrid operations across the continent, which the President noted are increasingly blurring the lines between peace and war. Specific incidents cited include events in Denmark, Lithuania, and Poland, as well as an attempted drone attack at the Leipzig/Halle airport in August 2026. Von der Leyen characterized these activities as increasingly direct and dangerous, signaling a shift in the nature of modern security challenges.

While the concept of a European security council or defense mechanism has been discussed in the past without achieving significant progress, the current proposal is framed as a critical component of a broader European security strategy. This strategy is expected to be detailed by the President alongside the High Representative of the Union for Foreign Affairs and Security Policy. The proposal is currently under discussion as part of the broader EU policy framework.
