Russia holds parliamentary elections during ongoing war in Ukraine

Russia commenced a three-day parliamentary election process on September 18, 2026, which will conclude on September 20. Over 110 million eligible voters are tasked with selecting 450 members for the State Duma, alongside various regional and local representatives. This marks the first national election since the full-scale invasion of Ukraine in February 2022 began, now entering its fifth year.

President Vladimir Putin has framed the election as a crucial contribution to the country’s war effort, urging citizens to treat their participation as a responsibility. The ruling United Russia party, which has held power for over two decades, is expected to secure a two-thirds majority despite reports of economic instability and public fatigue. The political field is strictly controlled, as opposition participation has been banned; all 10 registered parties are considered loyal to the Kremlin and support the ongoing military operation. Furthermore, dozens of war veterans have been included on party lists as candidates for the legislature.
