Cyprus parliament considers stricter e-scooter regulations

On 17 September 2026, two legislative proposals were tabled in the Cyprus House of Representatives to address the rising number of accidents involving electric scooters and personal mobility devices. The bills were referred to the Parliamentary Committee on Transport for further deliberation following reports from police indicating nine injury incidents so far this year, including two fatalities and four serious injuries, with nine of these cases involving minors.

The first proposal, introduced by MP Dimitris Souglis, mandates a national registration system for all personal mobility devices, with potential penalties of up to one year in prison or a €3,000 fine for non-compliance. A second proposal from MP Chrysanthos Savvidis aims to prohibit individuals under 17 from using these devices. Under this bill, minors could face six months in prison or a €1,500 fine, while parents or owners failing to enforce the restriction could be subject to up to one year in prison or fines reaching €5,000. Additionally, the legislation would grant law enforcement and municipal authorities the power to seize devices used in violation of the law.
