Trump’s Board of Peace unveils $2.45 billion Gaza recovery plan

On September 23, 2026, President Donald Trump's Board of Peace introduced a comprehensive six-month, $2.45 billion recovery plan for Gaza at the UN General Assembly. Developed in coordination with the Palestinian technocratic government, the roadmap outlines 66 projects divided into sectors including infrastructure, human development, and economic acceleration. Approximately $1 billion is earmarked for infrastructure, such as $400 million for temporary shelters, $275 million for rubble and ordnance clearance, and investments in energy and water networks. Additionally, $885 million is allocated for security, including facilities for 5,000 members of a proposed International Stabilization Force.

The plan addresses a massive humanitarian crisis that has persisted despite the ceasefire signed in October 2025. While the UN, World Bank, and EU estimate total long-term reconstruction needs at $70 billion over a decade, this initiative focuses on immediate stabilization. The UAE is expected to finance a pilot housing project in Rafah. Despite the urgency, implementation remains uncertain as it requires cooperation from both Israel and Hamas. Israel has reportedly expressed domestic political hesitation ahead of October elections, and the Board of Peace’s high representative, Nickolay Mladenov, acknowledged that negotiations remain difficult.
