Draft law proposed to criminalize coordinated online harassment and doxxing in Cyprus

On September 24, 2026, DISY member of parliament Fotini Tsiridou submitted a legislative proposal to the Cyprus House of Representatives to amend the 2021 Protection from Harassment and Stalking Law. The bill aims to address emerging forms of digital abuse, specifically coordinated online targeting and the malicious publication of sensitive personal information, commonly known as doxxing.

The proposed law introduces specific criminal offenses for organized digital harassment, requiring proof of coordination and intent to intimidate. It also criminalizes the unauthorized disclosure of private data such as home addresses, real-time locations, phone numbers, or information about family members that could place an individual in serious danger. Violators could face up to five years in prison or fines of up to 50,000 euros. The legislation clarifies that such offenses can occur via social media, messaging apps, and automated dissemination tools, while noting that mere expressions of opinion on public issues do not constitute a crime.
