Zelenskyy seeks Black Sea shipping deal with international mediation

Ukrainian President Volodymyr Zelenskyy has announced that his country is prepared for a naval ceasefire in the Black Sea, based on proposals put forward by Egypt, India, and Turkey. Speaking at the Crimea Platform summit held during the UN General Assembly on September 23, 2026, Zelenskyy emphasized that it is now up to Russia to respond to these initiatives aimed at restoring safe navigation for merchant vessels.

The proposed agreements seek to prohibit attacks on critical energy infrastructure and commercial shipping, as Ukraine fears that Russia plans to target power and heating facilities during the upcoming winter. The conflict, now in its fifth year, has severely disrupted cargo traffic due to persistent strikes on port facilities. Discussions are ongoing between the Ukrainian Foreign Ministry and counterparts from various Middle Eastern nations to facilitate the lifting of the blockade.

While multiple countries have presented frameworks to normalize traffic in the region, the success of these negotiations remains contingent upon Russian cooperation.
