EU unblocks €6.6 billion in military aid funds for Ukraine

On September 25, 2026, European Union member states reached an agreement to unblock €6.6 billion in funds intended for military support to Ukraine through the European Peace Facility. EU foreign policy chief Kaja Kallas announced the decision, emphasizing that these funds serve both direct assistance and the reimbursement of member states for equipment already provided.

The distribution of the €6.6 billion includes €900 million allocated to the EU’s military assistance mission for Ukraine and €1 billion dedicated to joint procurement of new military equipment. The remaining €4.7 billion is earmarked for the reimbursement of member states, with several nations signaling their intention to redirect their shares back to Ukraine. This release concludes months of delays caused by the previous Hungarian government’s opposition.

The European Peace Facility remains the primary vehicle for the bloc to finance military aid and support regional defense infrastructure. While the agreement marks a significant shift in financial commitment, it remains partially unclear what exact portion of the total package will directly reach Ukrainian forces, as the allocation of member state reimbursements depends on individual government decisions. Kallas characterized the move as a strategic counter-measure against ongoing hybrid threats targeting European unity regarding the war in Ukraine.
