Dispute over timeline for new civil service recruitment system in Cyprus

A disagreement has emerged between the Cyprus Ministry of Finance and the Public Service Commission (PSC) regarding the launch date for a new recruitment system for the civil service. During a meeting of the Parliamentary Committee on Finance on September 28, 2026, the Ministry of Finance insisted on a 2027 implementation, while the PSC argued that 2028 is more realistic.

The delay stems primarily from the technical requirements of the PSC's IT infrastructure. Representatives from the PSC stated that updating the commission's computer systems will necessitate a period of 12 to 18 months. Elena Azina, Director of the Department of Public Administration and Personnel, maintained that the government's target of 2027 remains feasible despite these technical challenges.

Christiana Erotokritou, President of the Parliamentary Committee on Finance, expressed frustration over the bureaucratic delays. She has urged the Ministry of Finance and the PSC to hold urgent meetings with infrastructure experts to find a mutually acceptable solution that could keep the 2027 deadline viable. If the system is not ready by 2027, the Ministry of Finance warned that it may impact the upcoming lists of job vacancies.
