Cyprus ministry adopts ISO 37001 to combat corruption in Turkish Cypriot property management

The Cypriot Ministry of Interior has officially launched the implementation of the ISO 37001 anti-bribery management standard within the Service for the Management of Turkish Cypriot Properties. Minister Konstantinos Ioannou announced the initiative during a presentation in Nicosia on September 28, 2026, marking a significant step toward transparency and accountability. This measure is part of a broader government reform strategy initiated to rectify long-standing issues and systemic gaps in property handling.

Since July 2025, a new legislative framework has been in effect, which limits the discretionary powers of the Minister and introduces an objective scoring system for applicants. Minister Ioannou highlighted the results of recent enforcement efforts: over the past three years, authorities audited 4,032 commercial lease agreements, identifying 512 violations. Consequently, 79 properties have been recovered, with legal or compliance procedures currently underway for the remaining cases.

The adoption of ISO 37001 is intended to institutionalize ethical management, replacing older practices that historically lacked objectivity. These reforms aim to ensure meritocracy and equity among refugees and other eligible applicants while strictly enforcing contractual obligations for state-managed properties.
