Police reforms for missing person investigations discussed at Cyprus Forum

At the 2026 Cyprus Forum, officials and experts reviewed the evolution of police procedures regarding missing person investigations in the wake of the Nikos Metaxas serial murder case. Evi Nikolaou, head of the Vulnerable Persons Management Sub-directorate, acknowledged that significant gaps and failures in police protocols were identified following the 2019 case. In response, police leadership implemented a new directive in late June 2019, which established a formal action protocol to define roles and improve investigative efficiency for such cases.

The discussion also highlighted the importance of shifting public focus away from the perpetrator and onto the seven victims—five women and two children—whose disappearances failed to trigger timely institutional responses. Filmmakers Paris Prokopiou and Andreas Sieittanis presented their documentary 'Pleiades' as part of this effort, emphasizing the need for continued accountability. The panel focused on how authorities can better recognize risk factors and maintain oversight to prevent similar systemic failures in the future.
