EU reaches provisional agreement to mandate free cabin baggage
The European Parliament and EU member states have reached a provisional agreement to standardize airline baggage policies, marking the first major reform of air travel legislation since 2004. The new rules require airlines to include two pieces of cabin baggage in the basic ticket price at no extra cost. Passengers will be permitted one small personal item that fits under the seat, and one larger carry-on bag weighing up to 7 kilograms with total dimensions not exceeding 100 centimeters.
This initiative is part of a broader package aimed at improving passenger rights, including updated regulations on flight delays, cancellations, and compensation. While the legislation is still pending final approval, the measures are expected to be fully implemented by late 2027, with October 2027 currently viewed as the most likely starting date. Special provisions are also being considered for flights to and from the United Kingdom as part of the broader regulatory framework.
