Cyprus to implement new civil service recruitment system in 2028
The Cyprus Ministry of Finance and the Public Service Commission (PSC) have reached a final agreement to implement a new legislative package for civil service recruitment starting January 1, 2028. While the Ministry initially targeted a 2027 rollout, the PSC requested a delay to accommodate necessary software updates, which require over six months to complete.
During a recent session of the Parliamentary Finance Committee, chaired by Christiana Erotokritou, officials confirmed that the legislative framework for the transition is being finalized. Regarding 2027, the government is considering shifting the schedule for entrance examinations; some sources suggest they may be pushed from November to December and January 2027 to allow for the orderly processing of candidates before the new system takes effect. Additionally, the Ministry is preparing lists of vacancies to be opened in 2027 and will soon submit these to Parliament for approval.
Parliamentary members have requested that the Ministry submit revised bills, specifically focusing on transitional provisions, within the coming days. Parties retain the right to propose amendments before the final vote. The Committee has concluded its line-by-line discussion of the legislation, marking a significant step toward updating the state's hiring machinery.
