Cyprus ministry updates disability support and employment policies
Deputy Minister of Social Welfare Tina Pavlou recently outlined the Cypriot government's commitment to enhancing the autonomy and social participation of persons with disabilities. Speaking at a charity dinner for the Saint Luke the Physician Community on Monday, October 5, 2026, and at a consultation forum in Nicosia on Wednesday, October 7, 2026, Pavlou detailed a reform aimed at transitioning from a passive benefit-based approach to one focused on empowerment and independence.
The reform introduces personalized support services, vocational training, and enhanced psychosocial care. A core component of this strategy is the new grant scheme designed to encourage the creation of social enterprises by individuals with disabilities, aiming to foster financial and professional independence. The government is also prioritizing 24-hour care programs, noting that the Saint Luke the Physician Community has been active in this sector since 2008.
Moving forward, the ministry intends to involve individuals with disabilities directly in the design of future policies to ensure support is continuous throughout all stages of life. The ongoing initiatives focus on providing tools for independent living, including workplace assistance, mobility support, and skill-based training to integrate these citizens more effectively into the labor market and broader society.
