International investigation links Deloitte Cyprus to alleged asset concealment for Roman Abramovich
A collaborative investigative report published on October 12, 2026, by BBC Panorama, the Bureau of Investigative Journalism, OCCRP, and CIReN, reveals that billions of dollars in assets belonging to Russian businessman Roman Abramovich were removed from the financial statements of Cypriot companies. The investigation alleges that between 2003 and 2006, Deloitte Cyprus and the corporate service provider MeritServus utilized backdated documents to misrepresent asset transfers, effectively moving holdings—including yachts, private jets, and properties—to offshore entities in the British Virgin Islands.
One central example involves Amiscan Investments, which purportedly saw its listed assets drop from approximately $672 million in 2003 to just $65,000 by 2006. While lawyers for Abramovich deny allegations of tax evasion and asset concealment, and Deloitte Cyprus asserts that it operated in compliance with applicable law, the disclosures have triggered a regulatory response. Following the publication, the Cyprus Public Audit Oversight Authority (CyPAOA) announced that it is taking necessary actions to investigate the allegations against Deloitte Cyprus to serve the public interest. The investigation notes that these findings do not constitute a judicial ruling of wrongdoing, but emphasize the role of professional intermediaries in managing offshore wealth.
