EU assistance to Ukraine reaches 224.5 billion euros
Since the beginning of the full-scale Russian invasion in February 2022, the European Union and its member states have mobilized a total of 224.5 billion euros in financial, military, and humanitarian support for Ukraine. According to a recent report by the European Parliamentary Research Service (EPRS), the majority of this assistance has been provided in the form of loans. A significant component of this support includes a 90 billion euro loan facility agreed upon by the European Council in December 2025, specifically allocated for 2026 and 2027, with 30 billion designated for macroeconomic stability and 60 billion for defense capabilities.
Discussions regarding long-term funding within the Multiannual Financial Framework for 2028-2034 are currently ongoing. Following an impasse during the June 2026 European Council meeting, where no agreement on specific figures was reached, the responsibility for advancing the negotiations has been handed over to the incoming Irish Presidency. Meanwhile, legal discussions persist regarding the utilization of 8 billion euros from frozen Russian assets to further bolster support for Ukraine.
Data sources remain varied regarding military assistance, with the European Commission reporting over 77.9 billion euros, while the Kiel Institute estimates total military commitments at 173.6 billion euros. The future of sustained financial aid remains a primary focus of upcoming legislative sessions.
