Temporary leadership changes in Cyprus due to officials' travel
On October 15 and 16, 2026, the Republic of Cyprus is operating under temporary leadership arrangements due to the simultaneous absence of the two highest-ranking state officials. President Nikos Christodoulides is attending an EU Summit in Brussels, while the President of the House of Representatives, Annita Demetriou, is in Rome for a conference of parliamentary presidents.
Under constitutional procedures, Zacharias Koulias, as the oldest member of the House, has assumed the role of Acting President of the Republic for this two-day period. Consequently, had the House of Representatives convened during these days, Yiannis Laouris of the Direct Democracy Movement would have presided over the session as the second-oldest member. However, the plenary session was officially canceled due to a lack of legislative agenda items, despite pending discussions regarding the reduction of the excise tax on heating oil.
While the cancellation was officially attributed to a shortage of substantial issues by Yiannis Laouris, the situation highlights the procedural mechanism for succession when top officials are abroad. No further legislative activity is expected until the return of the leadership.
