UN envoy Maria Angela Holguin to visit Cyprus for final mediation effort
UN personal envoy Maria Angela Holguin is scheduled to arrive in Cyprus at the end of October for a visit lasting approximately one week. The objective of her trip is to hold separate meetings with the two community leaders, with the ultimate goal of facilitating a trilateral meeting. This mission is considered potentially her last, as her mandate expires in December, coinciding with the term of UN Secretary-General Antonio Guterres.
Ahead of her arrival, Holguin issued a direct message to the leaders, urging them to collaborate and explore methods of coexistence based on political equality. She emphasized that the decision to resume formal negotiations rests with the leaders themselves. Her agenda prioritizes the establishment of Confidence Building Measures (CBMs) and the agreement on specific rules for future dialogue, which she deems essential prerequisites for moving the peace process forward.
This visit occurs amidst a period of persistent stalemate in the Cyprus negotiations. The envoy has signaled that progress toward restarting talks remains contingent upon the willingness of both sides to sit at the same table and finalize these foundational frameworks. As the expiration of her mandate approaches, the international community views this visit as a critical window to assess whether a breakthrough in the long-standing dispute is attainable.
