Turkey submits Mecca Alliance defense treaty to parliament for ratification
On October 20, 2026, the Turkish Grand National Assembly received the formal proposal to ratify a defense cooperation agreement involving Turkey, Saudi Arabia, and Pakistan. Known as the "Mecca Alliance," the treaty was initially signed by the three nations on August 7, 2026, in Mecca, with the stated objective of enhancing regional security through joint deterrence and military coordination.
The submission marks the beginning of the Turkish legislative ratification process. Following the formal filing, the bill is expected to be referred to the Parliament's Foreign Affairs Committee for a detailed review of its provisions and obligations. If the committee approves the agreement, it will then proceed to the Plenary for debate and a final vote. Following legislative passage, the process requires presidential approval and the completion of international formalities as stipulated in the agreement.
Ankara officials have emphasized that the alliance maintains an exclusively defensive character and is not directed against any third-party nations. As the process moves forward, Numan Kurtulmus, the Speaker of the Turkish Parliament, is expected to sign the necessary documentation in the coming days to expedite the committee referral.
