Diplomatic efforts escalate as US envoy travels to Russia for peace talks
Ukrainian President Volodymyr Zelenskyy engaged in substantive discussions with US Secretary of State Marco Rubio on October 20, 2026, focusing on the restoration of Starlink satellite services and the urgent supply of ballistic missile interceptors to Kyiv. Zelenskyy had previously accused Washington of intentionally delaying these military deliveries. The talks also addressed the integration of US intelligence to enhance Ukraine's detection of incoming Russian missiles.
Following these meetings, US envoy Steve Witkoff traveled to Oslo for consultations with President Zelenskyy and leaders from Norway and Finland, with Jared Kushner participating via video link. Secretary Rubio characterized the Oslo meetings as positive and announced that Witkoff is currently proceeding to Saint Petersburg to share proposals with Russian officials. Witkoff is scheduled to meet with Russian President Vladimir Putin and special envoy Kirill Dmitriev to explore potential progress toward ending the conflict. Meanwhile, Rubio clarified that the United States had no prior knowledge regarding the reported service restrictions on the SpaceX network, which remain a primary concern for the Ukrainian government.
