Cypriot construction federation calls for reform of public procurement framework
The Federation of Building Contractors Associations of Cyprus (OSEOK) has initiated discussions with the Treasury of the Republic to address chronic delays in the implementation of public construction projects. As of October 2026, the federation emphasizes that the current procurement framework acts as a major obstacle to the timely delivery of vital infrastructure, negatively affecting economic growth, the labor market, and project costs.
Director Yannos Poumpouris highlights that the issue is systemic, necessitating a comprehensive reform that covers the entire project lifecycle, from initial planning and budgeting to tendering, management, and final completion. Industry professionals argue that the current bureaucratic procedures cause unnecessary stalls that extend beyond the construction sector, ultimately burdening society.
The Federation continues to engage in ongoing dialogues with the General Treasury to identify and rectify these procedural weaknesses. The focus of these discussions is not to assign blame for specific project failures but to modernize the overall legislative and operational framework to ensure better delivery of future infrastructure projects. Efforts to reach a consensus on meaningful changes are currently underway.
