Update on building permit processing across Cyprus provincial government organizations
Cyprus’s provincial local government organizations (EOA) are improving their efficiency in processing building and planning permits, following the administrative reform implemented on July 1, 2024. Despite significant progress, a total of 29,543 applications remain pending. Of these, 22,865 were submitted after the reform, while 6,678 represent legacy cases from the pre-reform period. Limassol currently faces the largest backlog, accounting for approximately half of the 11,818 pending planning applications.
In contrast to the overall backlog, the Famagusta EOA achieved notable success in September 2026, ranking first nationwide in processing Category I applications. The organization completed 199 applications while receiving only 122 new ones, achieving a completion rate of 136.8% for planning and 186.2% for building permits. This milestone represents the most productive month of 2026 for Category I authorizations, which are critical for economic development and construction investment. The ongoing efforts are intended to eliminate the substantial backlog inherited during the transition period and reduce long waiting times for applicants.
