Legal concerns stall Larnaca port and marina development plans
Plans for the €415 million redevelopment of the Larnaca port and marina, officially announced in May 2026, have faced significant legal obstacles. During a parliamentary Transport Committee meeting on October 22, 2026, representatives from the Law Office of the Republic clarified that the marina and its surrounding land are state-owned and cannot be directly transferred to the Cyprus Ports Authority (CPA). Legal opinion dictates that any development of the marina must undergo an open tender process, whereas the port portion, already owned by the CPA, remains eligible for direct development.
This revelation sparked immediate public outrage in Larnaca, with local officials and stakeholders expressing frustration over the potential derailment of the project. The project previously suffered a major setback in 2024 when the government terminated a €1.2 billion contract with Kition Ocean Holdings due to financial failures. Following the backlash, President Nikos Christodoulides held discussions with Larnaca Mayor Andreas Vyras, assuring him that the government remains committed to the project. The administration is currently working with the Law Office to find a resolution, with further developments expected by early the following week.
