European Commission launches high-level dialogue on fuel production and military supply security
On October 28, 2026, the European Commission initiated a high-level internal dialogue with European refineries, fuel producers, industrial associations, and NATO representatives. The meeting, co-chaired by Defense Commissioner Andrius Kubilius and Energy Commissioner Dan Jørgensen, aims to implement short-term measures to maximize domestic production of jet fuel and diesel, which are critical for both civilian transport and military operations. European refineries currently supply approximately 70% of the continent's jet fuel and 85% of its diesel.
Energy Commissioner Dan Jørgensen warned of a difficult winter ahead, noting that global diesel supplies are expected to remain constrained until at least 2027, which will likely keep prices elevated. The Commission is currently exploring the possibility of temporarily relaxing certain technical requirements to boost output, provided these measures are targeted and effective. The ongoing discussions focus on integrating defense requirements into forthcoming European legislation, ensuring robust storage and distribution infrastructure, and maintaining sufficient refining capacity to mitigate potential geopolitical supply disruptions.
