Time pressure mounts for Cyprus pension reform ahead of year-end target
Cypriot Minister of Labour and Social Insurance, Marinos Mousiouttas, has expressed concern regarding the tight schedule for the parliamentary discussion and approval of the proposed pension reform bill. The legislation is currently undergoing technical legal review at the Law Office of the Republic, which is a necessary step before it can be submitted to the Council of Ministers and subsequently to the House of Representatives.
The government intends for the reform to be voted into law before the parliamentary recess for the Christmas holidays. The stated objective is for the new pension framework to take effect on January 1, 2027. While Minister Mousiouttas acknowledged that he had hoped to proceed more rapidly, he remains optimistic about the timeline despite the limited time remaining.
Regarding the development process, the Labor Advisory Board has successfully concluded discussions on the first two pillars of the pension system. The board is scheduled to resume meetings on November 9 to address the second pillar, aiming to reach a consensus among social partners. Once the legal scrutiny is complete, the bill will move to the Cabinet and then to Parliament for final legislative action.
