New EU customs processing fee for non-EU online purchases effective November 1
Starting November 1, 2026, the European Union has implemented a new Union Handling Fee (UHF) of €2 for every distinct category of goods purchased online from countries outside the EU. This mandate applies to all member states, including Cyprus, aiming to cover customs inspection and parcel management costs.
For shipments valued at up to €150, this €2 fee is added to the existing €3 provisional duty introduced in July, bringing the total burden to €5 per distinct item type. The fee is calculated based on the specific type or category of the product, not the individual quantity; for example, two identical items are counted as one category, while two different types of goods within the same parcel result in separate charges. The responsibility for payment generally falls on the entity submitting the customs declaration, such as the e-commerce platform or carrier, though costs may be passed on to the consumer depending on company policy.
This measure serves to harmonize the financial procedures for non-EU imports. Future costs for consumers will depend on the declaration of goods within their shipments, with the authorities emphasizing that the final amount is determined by the variety of items declared rather than the total package count.
