EU introduces mandatory product codes for e-commerce imports
Effective November 1, 2026, the European Union's Directorate-General for Taxation and Customs Union (DG TAXUD) has mandated the inclusion of specific product identification codes in customs declarations for all goods sold remotely to consumers within the EU. This requirement applies specifically to cross-border electronic commerce, aiming to enhance the ability of customs authorities to identify non-compliant or hazardous products entering the bloc.
The new measure is designed to bridge existing regulatory gaps that previously allowed mass shipments of low-value goods from non-EU platforms to evade accurate taxation and product safety scrutiny. By supplementing traditional tariff classifications with precise identification codes, authorities intend to improve risk analysis and combat customs fraud, including deliberate misdescription or under-valuation of goods. This initiative seeks to protect public revenue and establish a level playing field between local European businesses and international digital marketplaces.
Previous joint customs control actions across the 27 member states demonstrated that many low-value imports frequently violated European safety standards or avoided proper customs duties. The implementation of these codes serves as a direct response to these findings, strengthening the enforcement of market surveillance rules and ensuring that digital trade complies with the broader regulatory framework of the European single market.
