Cyprus cabinet approves legislation on public official incompatibility and security force service terms
On November 4, 2026, the Cypriot Cabinet of Ministers, represented by Minister of Justice and Public Order Costas Fytiris, approved two major legislative proposals aimed at increasing civil service transparency and improving the conditions for security personnel.
The first piece of legislation addresses the incompatibility of public roles. It establishes a specialized committee tasked with monitoring public officials during their tenure and for a two-year period following their retirement. This committee will oversee and approve any post-service employment requests, ensuring that potential conflicts of interest are identified and mitigated. The bill has already undergone a public consultation process and will now be forwarded to the House of Representatives for final legislative review.
The second approved measure amends regulations concerning special police officers and firefighters who transition into permanent roles. Under these new rules, their previous years of service will be formally recognized, allowing this experience to be accounted for in their salary scale upgrades. These initiatives form part of a broader government strategy to enhance the professional status of security forces while tightening oversight mechanisms within the public sector to boost transparency.
