Cyprus government seeks year-end deadline for Larnaca port and marina project
Transport Minister Evi Tsolaki addressed the House Transport Committee on November 5, 2026, to provide an update on the development of the Larnaca port and marina. The government remains committed to assigning the project to the Cyprus Ports Authority (CPA) in line with the established roadmap. The minister requested until the end of the year to present a comprehensive proposal, aiming to resolve procedural and legal obstacles currently hindering the project's progress.
The discussions follow a directive from the Law Office of the Republic, which determined that the marina and surrounding land are state-owned and typically require a competitive tender process. To bypass this, the government is drafting new regulations to enable a long-term lease agreement directly between the state and the CPA, avoiding a public tender. This approach requires approval from the Commissioner for State Aid Control, as well as legislative oversight. Minister Tsolaki emphasized that she is in daily contact with the Law Office, the CPA, and Larnaca Mayor Andreas Vyras to coordinate efforts.
While the standard public consultation process is planned for one month, the government intends to ask the Cabinet to accelerate these procedures to prevent further delays. The Minister assured Parliament that the finalized proposal, including all necessary legal reviews and state aid clearance, will be ready by December 31, 2026.
