Cyprus parliament approves amendments to public sector recruitment procedures
On November 5, 2026, the Cypriot Parliament unanimously passed legislation to reform public sector recruitment. Key changes include mandatory government examinations scheduled between January and April 2027, as the transition to a new recruitment system has been postponed until 2028. The approved measures expedite the filling of vacant positions, requiring authorities to submit proposals to the Public Service Commission within two months of a vacancy arising, halved from the previous four-month requirement. Furthermore, the publication of vacancies must now occur within the first two months of each year instead of the first four.
These reforms aim to address systemic inefficiencies that previously led to long-term vacancies and constant employee transfers. By allowing candidates to declare their preferences in advance, the government intends to curb the "chain reaction" of staff movements that disrupted administrative operations. Additionally, the legislative change removes the requirement for parliamentary approval of position lists, empowering the executive branch to respond more flexibly to departmental needs. These updates seek to ensure faster staffing processes and better integration of digital readiness into the civil service structure.
