Cyprus government announces major pension reform to take effect in 2027
The Cypriot government has announced a comprehensive pension reform aimed at strengthening the Social Insurance Fund and increasing retirement benefits. Minister of Labour Marinos Mousiouttas stated that the relevant bill is currently moving to Parliament, with the new framework scheduled for implementation starting January 1, 2027. This marks the most significant overhaul of the social insurance system in nearly fifty years.
The reform focuses on adjusting the calculation of the basic pension to better align with insurance periods, while specifically increasing support for lower-income pensioners. New measures include recognizing periods of child-rearing, care for relatives, disability, and studies within the pension calculation. Furthermore, the government intends to end state borrowing from the Social Insurance Fund and begin a systematic repayment of existing debts to ensure the long-term financial viability of the fund.
While the government aims to enhance social cohesion through these measures, the reform also addresses the challenges of an aging population and changing labor market conditions. The initiative represents a critical shift in economic policy, attempting to balance immediate social benefits with the long-term sustainability of the fund, ensuring that future obligations remain fully financed amid ongoing demographic and economic uncertainty.
