Kaja Kallas addresses implementation of EU Article 42.7

On Tuesday in Brussels, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas stated that Article 42.7 of the EU Treaty requires more precise operational definition. Kallas noted that although the topic was not on the agenda for the Council of Defense Ministers, the European External Action Service is currently evaluating a tabletop exercise conducted in early May. This evaluation includes three scenarios: an attack on a NATO member triggering both Article 5 and Article 42.7, an attack on a non-NATO member triggering only Article 42.7, and scenarios involving hybrid attacks below the threshold of Article 5. Kallas highlighted that the exercises successfully identified existing gaps in current defense cooperation. She emphasized the need to clarify roles and responsibilities between the European Commission, the External Action Service, and individual member states. Furthermore, Kallas warned that recent geopolitical developments necessitate an urgent acceleration of European defense production capacity.
